Chen, Shao-Kwan.-Born in Canton, 1885. Married. Studied at Government University, Peking, 1904-8. Chu Jen, 1908. Arrived in America, October, 1909. Private support. Studied Agriculture at Cornell University, 1909-10; Political Science at Columbia University, 1910-11; Economics at Columbia University, 1911-4. A.M., 1911; Ph.D., 1914. Subject of doctor's dissertation:-"The System of Taxation in China 1644-1911." Life Member, American Economics Association. Returned to China, August, 1914. Passed examination for returned students and was assigned to the Ministry of Finance, 1915. Member, Salt Administration and Professor of Law, Government University, Peking, 1916.
